It means that they have very bad personal hygiene. The "Cheesy" part they are referring to is "Smegma". I have personally never seen anything even remotely close to that, and I'm uncircumcised.......you'd think every uncircumcised guy should have experienced the "cheese", but that's not true. Smegma is produced as a result of accumulation of urine residue, sweat, and other normal body emanated substances underneath the foreskin......which when left uncleaned, and completely unattended can become a serious problem. Paraphimosis (a very nasty infection) can result from the continuous lack of proper hygiene. When pays close attention to his personal hygiene, Smegma will not ever become an issue. I know this because I am uncircumcised, and I have never even seen what smegma is. I was taught from early childhood how to keep clean always, and I have never stopped doing so.
Some guys have a condition in which the foreskin adheres to the glans (head) and makes it impossible to retract to be properly cleaned. Other guys have what is called an overly-tight foreskin, which means that the foreskin is tight over the glans (head), and the foreskin cannot stretch enough to be retracted to expose the glans. In these situations it is necessary to see a doctor. There are a couple of remedies to correct these situations, and prevent further hygiene problems in the future.
The truth of the matter is that it is very easy to keep clean, and that the magic of soap and water will do wonders to avoid the "cheese" from ever making an appearance.

Thats an infection about to happen cause they are to lazy to clean under their foreskin

Maybe they're not circumcised, so they get more smegma. Look up smegma. Nasty!
