A great place to learn for free, and a place I learned a lot of things, including SQL and XML, is www.w3schools.org. This is the best place to start, as they cater to beginners and walk you through step by step.

http://www.w3schools.com/sql/default.asp

Is definately the best free source available, I've learnt many a language here, it teaches you them, shows you them in use, explains them further and has end of unit tests.

First go to your local library and check the books there, also check for evening courses at the local college.
