Those are called 'neons'. Most cars look retarted with them on (because it's just some kid with his mommy's honda), but they can occasionally look cool, as long as the rest of the car is done correctly.

They are called Ground Effects (or Ground FX) and can be bought and installed on your vehicle. I heard that they are very delicate though and a going over a big bump in the road can cause them to break (although I don't have any experience with these at all myself).
