In terms of sustained excellence, clutch play (record 3 Super bowl MVPs) and overall hardwear (4 Super Bowl rings) that Joe Montana is the clear-cut #1. He was the best while he did it, beating the top competition (Elway, Marino) along the way and was just about flawless in big games.
I'd give Elway the close 2nd. Most physically gifted QB ever, with the best arm. People forget, he took WEAK Denver teams to 3 Superbowls in the late 1980s.
Round it out with Brady and Favre. Brady is VERY Montana like with his cool under pressure and 3 rings by age 26. Favre has less hardware, but 3 regular season MVPs, all the career records and physically, was along with Elway the greatest (huge arm, mobility).
So, it's hard to argue against Joe Montana. The Greatest.

I will go out on a limb and say something a little controversial that needs to be brought up more often:
Montana and Brady are system QBs!
That doesn't mean they'd suck on other teams (as the systems are meant to take advantage of their own talents), but they wouldn't be held as highly. Also, they were both surrounded by lots of talent. (Brady mainly on D, but montana everywhere).
I'd say Marino, followed by Favre. I will say most of the time Favre did not have alot of talent around him (they went to the SB because they had Reggie White and Desmond Howard returning, completeing all sides of the ball), especially w/WRs after Sterling Sharpe's brief stint.
Both are great, with Marino being a more "refined" Favre (same yds and TDs, w/less INTs)

Roger Staubach. Went to 4 Super Bowls in 10 years. Posted a
2-2 record in them. Should have been 3-1 but Jackie Smith dropped a game winning touchdown.
He was know as Captain Comeback. His teammates always had faith that Roger could over come any deficit at any time and in big games he did.
