For the northern hemisphere, astronomical winter began in the US at 7:22 p.m. Eastern Standard Time on December 21 (02:22GMT 21 DEC in the UK.)
When meteorological winter begins is entirely relevant to the latitude of the site; i.e., more northern regions will experince an onset of meteorological winter well before the beginning of astronomical winter.
Typically, or generally, meterological winter is considered to be December, January and February (if you're a climatologist generalizing about seasons in the northern hemisphere.)
Another way of lloking at this topic is considering the realtionship between the period of minimum insolation (the winter solstice in either hemisphere) and the actual recorded corresponding dips in diurnal temperature ranges. Typically, there is about a month lag between the solstice and the cold temps, so by this alone one might expect winter conditions to begin in mid-January (northern hemisphere, mid-July in southern.)
One method climatologists employ is developing zones by temperature ranges (diurnal ranges) and where temps drop X degrees for certain periods, then that is considered winter weather. Problem with that is, using temp ranges would mean many regions would never meet that criteria and so they would not be considered to have a winter season at all!!
What kind of weather occurs in any region is a combination of diverse factors and variables, so it just gets more and more complex.
We just experienced the mildest December on record (my region), but looks like a "Siberian Express" is on the way bring us that cold polar/Canadian source low temps. No snow -- yet!
Have fun when it does snow!!
PS -- our local TV weatherman is soooo frustrated because he hasn't got a single snow event yet, but from this evening's weather report, looks like that may change very soon!

It was 70 here on Saturday. Not a flake of snow in sight. I'm starting to get pissy about it too.

Technically it of course winter has started. But since people have been so careless about the ozone layer, global warming is going to fry us to death.
God Bless you.
