Is he otherwise acting okay? It may be a tumor or fungus. Fungus will apear white and fuzzy, and many treatments are commonly available. Be sure to remove the carbon from the filter, and then just follow the directions. If it is a tumor, it will look fleshy. There's nothing you can do, in that case. It might stop growing and the cory will be fine, or it might be malgnant and he might die.
Regardless, I would not advise feeding him to your oscar. He may have a parasite, disease, etc, that I am certain you do not want transmitted to your oscar.
Also, someone said that albinism comes from inbreeding. This isn't true, albinism is a randomly occuring mutation that has nothing to do with lineage. Some inbreeding is necessary to breed the gene into other fish, but corydoras are so widespread that they have not been terribly affected by inbreeding over all.

There is a rare chance he may survive. This is most likely a fungal infection. The best fungal treatments are premeasured dissolving tabs. YOU MUST FOLLOW THE INSTRUCTIONS!
Specificially when you medicate REMOVE THE CARBON FILTRATION! The rest of the instructions should be straight forward. Go to either Wal-Mart or your local pet shop and ask them what the BEST meds they ahve for fungal treatment is. I have had great success with the tabs just from wal-mart. And they are affordable.

could be flukes. Why would you feed it to your oscar and risk losing that too?
Take it along to your nearest aquarium shop and ask if they know what it is and suggest a medication for the tank.

Sounds Like Fin Rot, Could try bathing in salt water - dont use much salt, it will look like the fish is in pain but it does work and is not cruel, it may save your fish. You could also try dabbing on some MAlachite and formalin, very effective against most fishy diseases

sounds like some kind of fin rot / fungal infection.
there are things you can buy to put in the water to help this.
separate your fish from any others as its infectious and go to your local aquatic shop and see what they have to offer.
