Yes, they should. If it's suspicious they should be able to open your mail. If you're just an average person they don't care what you get in the mail.

Well, there must be "reasonable suspicion" of a bomb or something else (and if there's not, then that evidence will not be admissible in court). And unless we're talking about something ticking and going off, how hard is it to get a warrant? Judges are available almost always 24 hours a day, and the review on a warrant application is often slight.

So yes, sometimes, as prescribed by law.

If there was a suspected bomb or other life threatening means, absolutely yes.

Otherwise, they should have a warrant. Unless of course the parcel is addressed to a US Government agency, then I don't think anyone would have a problem with a US Government Agent opening it.

If they think there is a bomb in there then they _have_ to check! Remember that no warrant is required when there is a situation that would cause a 'reasonable man' to believe that there is an imminent danger to human life.
