Are you using an older model DVD burner? If so, it would explain why you can not write to higher speed DVD blanks. I have an older Memorex DVD burner and it can not burn faster than 8X. I have 2 recommendations, you can stick to using 4x DVD blanks and/or see if there is a firmware update for your DVD burner. Usually, even after their products are released, manufacturers develop firmwares to update the products. For example, firmwares can increase the burning speed or allow you to use faster DVD blanks. Your best bet is to go the manufacturer's website and see if there is a firmware update for your DVD burner.

Your DVD writer is probably older and doesn't support faster speeds.
