That would depend on when you give them.
If you only give them when you want something or did something and you want her forgiveness then that is what it means.
But, I'll tell you how I feel, if my man gives me a bouquet and it's not my birthday or in celebration of something It makes me wonder.
If he just brings me one flower for no specific reason it says to me that he was just thinking of me, and that makes me feel special.
Thus frequently buying a flower means much more to me then once and awhile for no occasion.
But everyone is different!
