If you ovulated on day 14, then it probably is too early. But if you ovulated early, then day 15 might be right on time.

Ovulation usually occurs around day 14 of a 28-day cycle, with implantation commonly occuring 6-10 days after fertilization of the egg. So, yes, day 15 is more than likely too early for implantation.
