Now there's a great question! If you are using a cell phone, use Orange...the same if you are calling from a landline.
If you have Verizon and your other party in the US has verizon on a shared plan, you can actually talk for free.
another option is to bring a computer (laptop) and talk over the internet. You can talk for hours and hours absolutely free.
Other than that, like I said, try and stick with Orange. you can always check out www.chulocards.com to see what's available also. you may find something that works even better.

I assume you are calling from a landline phone and not a cell phone. If that is the case consider these prepaid calling card vendors:

I differ from Larry's answer regarding DR and Verizon. I travel to the DR quite often and Verizon does not use the "in" when you are using your roaming from the DR. You can use your cell phone but charges still apply. I call for quick hello's and that's it. You can buy calling cards in DR but couldn't tell you which ones.

We have a lot of prepaid calling cards, if you have, or can get an orange cell phone, you could buy their cards, they charge you a minute tho the states and PR like a local call.
we also have now : "La economica" Pre paid calling card, verizon's calling card and many more.

Please be advised that the cards purchased in the US...don't work in DR. They only work to call over to DR,...not to make calls from DR to the US.
Here is what we did when we got over there:
Just use the phone in the room at the resort. The fees were very reasonable and the connection was fast and easy. My phone charges were less than 20 bucks and I called home several times to check on my daughter.
