like.. say i want to open or close the D drive by keyboard... how do i bring up the list that tells me the command?

Some keyboards include special features like opening and closing the CD-ROM. But that is a keyboard specific feature.

Than there are several DOS commands that will work in the cmd.exe environment.

I dont think there is a command, you would need to code it.
