Its wrong to blame the bandwidth all the time. If u have a decent amount of RAM .. say 512MB .. it shouldnt be taking so long to pen a web page. Having said that, whats ur modem speed? is it a 56kbps dial up?.
About the phone line: With the number of parallel connections increasing..of a single telephone line.. the bandwidth decreases. Try to have one phone .. and modem setup.
That takes care of the Hardware.
Now to software. When u r connected to the internet. try opening only 1 page at a time.. not too many windows on the task bar.
I suspect ur computer has a lot of spyware, malware and adware programs downloaded. .. these programs hog the bandwidth and u dont get to see them on the task bad. Get ur HDD scanned and cleaned up and use a good internet security system to protect against future downloads.
Try not to visit pages that are heavy with multimedia.
For eg.. u have yahoo mail. use the older version of yahoo mail not the Beta version. Beta uses Ajax which downloads an entitre mail app on to ur system everytime u logon.
There are lots of free tools available that tweak the registry
settings and let u surf a bit faster.
Dont run programs like Winamp and Windows Media Player or any other app which eats up RAM.. when u r surfing,.
Good Luck

If broadband is not available, you could try services that compress the web pages before sending them to you. I think AOL and others do this for dial-up customers.
You should check to make sure you are connecting at close to 56kbps (in Windows, let the mouse sit over the blinking modem connection icon in the system tray by the clock). A speed above 50000 is pretty good (for a modem).
If you have a slow connection, you should make sure (a) your modem is a 56k modem, (b) the Internet Service Provider's modem is a 56k modem, and (c) maybe you have a wiring problem: bad/cheap/old phone wiring or electromagnetic interference (unlikely).
You could also tell your web browser not to load images automatically (in Firefox: Edit -> Preferences -> Content tab -> un-check Automatically Load Images). That way you'll load just the HTML text of a web page, which is usually smaller and usually includes all of the text you want to read. It is worth a try.
Good luck!

There is a software which you can install which claims to speed up dial up connection to almost basic broadband speed. It got excellent reviews in all the technical mags and @ £24.99 per year it doesn't cost an arm and a leg. It's called OnSpeed. Link below. (There is also a version to speed up broadband)

Being in a rural location I presume you do not have access to broadband. You can use an Internet accelerator to improve performance. The best one is onspeed. check it out here:-

you have to take broadband. it will make your internet life a lot faster. i have used dial-up like yours for one month of my computer purchase. it seemed useless. with broadband, you can always use internet as well as phone at the same time. you can watch videos, you can watch movies, you can download more stuff. you can chat and e-mail faster and quicker. dial-up is now outdated and not very much used. broadband has become cheaper as well due to high use. even the lowest speed broadband will make your life easier. dial up is dead slow.
