I am not sure what phones have quality internet access with out wi-fi. I am looking to surf the web like on a computer, any help?

T-Mobiles Sidekick 3 is the best as far as internet for phones go.

Nextel phones are great for that also try verizon phones like the treo and for nextel blackberry series.

try getting a blackberry phone, pearl would be nice. or think about a palm treo. if you have cingular try teh samsung blackjack.
