Like many have said, newspapers work better than paper towels. And even better than newspapers-coffee filters. Coffee filters and ammonia.

I have those windows that will fold down from inside and I can clean my outside windows from inside the house. If you don't have those, pour ammonia, just plain jane stuff, in a spray bottle, then grab a ladder, a bucket of the hottest water you can, your spray bottle, some sponges, coffee filters or newspapers, and pull on vinyl goves. Hose your windows down before you start to clean them to remove any webs or dirt that will smear on the glass.

Work on only a small portion of the window at a time (or if you have french windows, a pane of glass at a time) spray the ammonia on, clean with sponge dipped in hot water, then dry with newspapers/filters.

Hose them down first to remove excess dirt, then clean with glass cleaner. 2nd story windows? See if window can be turned from the inside( many newer windows offer this feature.)

i live on the 13th floor and it is always very difficult for me. it is very, very dangerous. but i manage. just get the ammonia or vinegar and in a pail of water, tie a long rope around you waist and do a hail mary. then scrub a dub and don't look down. lost a neighbor that way, she looked down and the rope slipped and another tenant lives there now. they are filthy and never do the windows. guess i am stuck with them. lol
