A trucking company is a company that owns the trucks and the services (such as the driver) of those trucks. They are solely responsible for delivering the goods.
A brokerage company is a logistical company. They may or may not have their own trucks/drivers, but they actually handle the responsibility of having your package delivered. For instance, in one area they may contract with a local trucking company to deliver your goods, while they might use a different company in a different region to deliver your goods. They basically shop around for the lowest cost trucking company for that specific run that needs to be done each time.

a trucking broker is the one that gets the loads for the truckers and sometimes he will have the lumpers that will unload the loads. The trucking company is where all the trucks belong to the owner.
