There are dozens of guides on the Internet, so beside the must-see sights, let me just tell my personal experience:
I discovered it the best when I took a spontaneous walk around the main avenues. I not only saw some pretty buildings, but also found many interesting shops.

The old train depot in Pest has been converted into a two-story market. On the first floor are meats, vegetables, spices. Above are fantastic bargains on tablecloths, napkins and such.
The castle area in Buda is historic and worth a visit too.
