It basically means 'as, when and whatever' e.g the job is perhaps varying roles withing the business - here and there as needed. For a particular purpose at any given time would be another way of looking at it. EG today you are in the kitchen washing up all the dishes - tomorrow you are in the office photocopying - next day you are serving at a shop counter - next day there is no work for you etc.
