Maltesse are allergy free dogs..well just a suggestion.
But you have to weigh in your love for him or a dog?

Ask if you can keep it outside, and if his mother would be willing to take allergy pills. You can build an exquisit dog house with a heat lamp, and AC if you are worried about it. I know how the wait can feel. If it's gonna be another 2 years before you move out of his mothers house, consider moving now. Your partner has to be understanding of your needs as well, not just "what he is ready for" it's just a dog. Rescue one from a shelter and let them see the abuse and the animals killed daily because no one wants them. Let them watch this...

trust me, the animals need us. Literally, nearly 5 million dogs and cats are killed each year due to uncaring owners who dump them.

You don't have a choice but to wait. Its not your house, he doesn't want one and allergies are invovled. It will never work unless everyone agrees. The pet won't be happy either. Sorry, but this time, it's not all about you.

well since his mother is allergic to dogs, i don't think it would considerate to "beg"(lol) him to let u get a dog. wait out the 2 years.

Considering the fact that his mother is allergic and lives with you, I would show him info on hypoallergenic breeds (they have hair, not fur.) People who don't like animals never had any growing up, and his mother probably didn't allow him to due to her allergies.
