Increase forces to mop up the pockets or insurgents and sectarian strife. Help the Iraqis to take over.

I think, he will call for the expected troop surge, and more money.

IF--and only if--the Democrats will approve it, there is a possibility he has a good plan (this time). If the money is to re-start the Iraq economy by re-opening manufacturing plants, and re-employing Iraqis who have now been without jobs for years, it's a very good idea. Putting them back to work, rather than paying Halliburton to accomplish ???, will go a long way toward easing down their sense of desperation, and giving them some sense of worth. If they're working, they won't be so willing to fight.

The troop surge will then also be quite useful, to help stabilize areas long enough to get Iraqis back to work. Hopefully the Democrats now controlling Congress are well-informed enough and flexible enough to agree to give such a plan a chance. It may be the only one we have left at stabilizing that country, and should have been implemented long ago.

If, however, the money is to go to non-Iraqi corporations, such as Halliburton, to pour into the same black hole it's all been disappearing into already, his plan will be useless, and should not be approved by Congress, in my opinion. If we're not going to give the Iraqis a chance to start rebuilding their own country, we should just pull out and go home. There's no sense in giving the insurgents more American targets.

He'll want more money, more troops, and will tell more lies to get them, but maybe he hasn't learned anything from the November election, or from Gerald Ford, Colin Powell, James Baker and others? Surly he's got a crystal ball somewhere telling him bankrupt America, let the 911 folks go Scott free while we bog ourselves down in Iraq! Forget Bin Ladden and the other Saudi boys, as they're great for the business of oil and armaments

Up to 20,000 more US troops, Kurdish pesh merga army to come down to Baghdad from the north to act as reinforcements for the Shiite Iraq Army. A series of concrete goals or benchmarks for Al Maliki's government, including getting more Sunnis to participate in government by distributing some oil revenue to them. A jobs program for Iraqis of paid for by 1 billion more in US aid.

Commentators have said that the Kurdish troops might refuse to go to Baghdad, and the goals for Al Maliki will be the same as the ones he was unable to meet last year. Democrats will surely want some oversight over the jobs program.

Altogether, it sounds to me like the administration is just buying time for 2 years so Bush doesn't have to admit that he's lost the war.

he'll just beat around the bush (no pun) and say things like we have to prevail, and to defeat terrorism, and we cannot give in. he wont say a single word about any real, new or old, strategy. it will be a bunch of crap about how we must be safe from terror and blah blah. nothing will change, except maybe sending more troops overseas. it will just be a rambling waste of time.

Surge (up to 400K troops)

"Stay the course"

Won't admit it is a failure

Call for 'benchmarks' (which is his term for the dreaded 'timeline'), but will not define the benchmarks or discuss what will happen if they are not met.
