If these problems were not disclosed to the new owner he can sue the old owner. Talk to the new owner if you are willing to be a witness to the fact that the old owner knew of the problems but didn't disclose them. With your help he could get the funds to resolve the problems with the house and improve your living conditions. I too would contact the health board about your living conditions there should not be any mold or exposed lead paint.

Lead paint and mold are separate things and you can have one without the other, although water damage can make both a problem.
Of the two, lead is the bigger problem. Mold problems generally stop when you get away from the mold, lead tends to stay in your body for a long time. If you have a lead poisoning issue, the first step would be to go to the state or local health department to get some help. If you think your children have problems, then you should be able to get it tested for free from the health department.
You can check out this information from the EPA:
http://www.epa.gov/lead/pubs/leadinfo.htm#buy
Once you have blood results, then you can deal with legal issues.
As far as who you take to court, you need to talk to a lawyer. This is not the place to get advice for that sort of thing.

If the house is sold already, what can you do? Get involved and stir up a lawsuit? If the buyer did not have an inspection, shame on him. You should consider if you really want to get involved in other people's business. But the present owners may have grounds to sue on the basis of undisclosed hazards. They better get a lawyer.

It was hard to stumble through what you wrote, but if you're looking for someone to sue, it would be the landlord.
