I was in the military for a while and over in the desert I had to wear full body armor in that heat for days so I know what you are talking about. The best thing (I think) is to first do not wear a cotton shirt under it, wear an under-armor or similar type shirt between the skin and the vest (assuming hes wearing just a vest). Also, they sell this special detergent for washing under-amour type clothing that works like a champ. Also, sounds odd but trust me it works tell him to put baby powder on his body (absorbs moisture and works real well) and also to shave body hair, under arms including (limits sweat). Thats all I have...hope it helps.

Vest Guard Cleaning Spray. Description from their web site:
Finally a quick and easy way to clean and deodorize Body Armor.... Just spray it on to eliminate odor - and inhibit the bacteria that cause it. Tested to be safe to use on Body Armor, uniforms, hats, shoes, etc., etc. (as well as your skin and eyes). A lot easier than scrubbing and drying hard-to-clean items. Just spray it on and let it dry.
Some of the other items on this web site will be of use also (wicking T-shirt, "Vest-AC" which ducts air conditioning under the vest from the patrol car's vents.)

funk is a tough odor to get rid of. I worked out at a gym where it had actually got into the walls and management couldn't get rid of it.
