Of those two, the Pentium 4 at 3.2 Ghz is faster. The 2.8Ghz Pentium-D (dual core) runs exactly the same as a single core Pentium 4 at 2.8Ghz, for regular usage, or gaming. You only get a performance boost from having dual-core when you're running multiple CPU-intensive tasks at once- like burning a DVD while compiling a program- in that case, seperate cores handle each task.
Of all the dual-core processors on the market, the Pentium-D is the worst performer. It's beaten soundly by AMD's X2 series of processors, and the new Core 2 Duo processors from Intel. So unless you're getting it dirt cheap, go with something else.
Remember, not all dual-core CPUs are equally fast!! Stores like to mislead customers into thinking dual-core means Core 2 Duo, which isn't the case! The old Pentium-D's are dogs...

I'd go for the Dual Core. I'm impressed with mine and it's much cheaper than the P4.
Dual core means twice the throughput. Let's say you have a 10 gallon bucket. You have one hose in the bucket filling it up. With that hose it takes 1 hour to fill the bucket at full stream. What if you had two hoses, same size. you could fill that bucket in 1/2 the time, right? That's the idea behind the dual core. Twice the pathways through the processor to allow better info flow.

Pentium 4 is faster.
From what I remember, they do make a 3.2GHz Pentium D though.
If you're using the box primarily for gaming, I'd stick with the P4. From what I understand, most games (for now) don't utilize the second processor. If you're multitasking alot, then go for the Pentium D.
