Alright- I'm giving you professional advice since I myself am a stylist. To have those type of "bangs" depends on your hair type, thick, thin vs. curty or straight hair.
My best suggestion is if you plan on having those type of bangs that when you want to achieve that look use a CERAMIC iron, with products to protect your hair from the heat. For instance I love using Paul Mitchel - heat seal- its a leave in conditioner, and you use it right onto dry hair before you flat iron your hair straight.
In order to get that windswept look on her hair you will have to realize that her bangs are thick and that the rest of her hair was framed to her face to give that sleek look. Highest suggestion is go to your hair-dresser show the picture-- and SPECIFY the look you want. You have to tell the stylist what you want- or it is possible if you dont have enough communication you could end up with soemthing you dont want.
You can achieve a look like the picture also by going with a thinner block of bangs...although it will not look exactly like the photo you will achieve the "look".
(I hope this helps out! Its all of personal preferance of whether you want thick or thin bangs, and If you have curly hair will you put effort into styling your hair like that more often. My biggest thing that I do with my sister inlaw who has really curly hair is achieve that look in culs- so that when it is straight it is sexy sleek!)

Blow dry your bangs in the desired direction and use a vent brush for control.
Smooth bangs with a styling gel to keep them in place.

you want side swept bangs which is exactly what i have you go to a hair dresser with the picture of what you would like them to look like and then you have to start training them because your part for your bangs will be completley different...And then you take a hair straightner and start to hot iron them after you keep blow drying them to the side in which you want your part to be

This look is extremly easy to get...
The bangs are extremly easy to do yourself... But I don't want to mess your hair up by trying to explain it to you so the best bet is going to your salan and having them do it..
the hair is a breeze... to achieve slick sleek hair like her's with the blunt ends.... hair straightner!

Tell you stylist you want "side swept bangs"....then just part your hair on the side, use a straightener. Good Luck!

Ohhh, I have that haircut. Go to a salon. Tell them you want your hair parted and tell them you want it in long layers. That look is great. Good Luck!!!
