That's a tough one, if I had to choose it would be Eric Clapton.
Others in the top ten (no particular order): BB King, Stevie Ray Vaughn, Robert Cray, John Lee Hooker, Keith Richards, Duane Allman, Art Griswold, Muddy Waters. and Freddy King.

Hendrix and Page are not really considered Blues guitarists. They are rock and roll guitarists. They may have done some blues, but theeir body of work is primarily rock.
Having ruled out those two, Clapton did some nice work in the 60's and 70's before he became a pop musician. He has to be one of te best. His work with Bluesbreakers, The Yardbirds and Cream was very nice, although not ALL strictly blues. He probably has my vote.
Besides Clapton, other runners-up would be Buddy Guy and BB King,

All of them mentioned, above. The latter got their influences from the previous, and then Hendrix made the scene and turned the world upside down. In fact, Clapton was intimidated by Hendrix when he started out.

It's is a toss up between Buddy Guy & BB King. Saw BB in New Orleans in concert a few years back & it inspired ME to learn to play guitar!
