I have not started my period yet, and I am supposed to start a new pack of pills tomorrow. At what point should I take a pregnancy test, and am I correct in assuming that I should not start the new pack?

I would test first. If you test negative, then start your pack. This has happend to me ONCE and it turned out that I just skipped a cycle.
However, you must make sure that you do the test correctly. I suggest taking one with your first mornings urine and read the test before the 10 minute mark or what ever the test leaflet says.
Most tests can be read up to 10 minutes, but after that the results are not accurate since an evaporation line might appear in the test window.

As long as you took your last pills without missing any or you haven't taken any anti-biotics or you've been sick, had diarrhoea then I would take your next set of pills.
If there's a chance that you have missed a pill etc,& to put your mind at rest, go & get a pregnancy test.

I would check with the doctor that prescribed the pills, each woman is different and so its hard to really say in your case

if you have been having sex and there was even a slight sign that he got a lil in you, then I'll check with your doctor.
