I hate to say it, but I think it's so that they feel justified in expecting more from you.
For example, my friend said in November, that she got me the best Christmas present ever. I hadn't gotten her anything so I went out spent a bunch of money for a nice gift and on at Christmastime I gave her the gift and she said, "Oh, I didn't get you anything..." So it worked out for her, wouldn't you say?
Anyway, I'm sorry to be a bummer, but that's my best guess. You're friend wants a lot of undue attention and reward. Get better friends, hunny.
