Hi, I`am no expert ,but anyone watching this scene on TV news could see the LOW cloud cover over the city of NY.It was so heavy you could only see the tops of tall buildings.I figured all the leaks that were emitting from various parts of the city were not getting through the cloud cover.When the clouds started to clear ,the smells started to disperse and clear the area.This was a good test for the city ,to see how their operations worked in this situation today.
