I would also be grateful if anyone knows how to identify the n-oxide on an infrared spectrum and nmr spectrum.

The reaction is electrophilic, because the peroxide adds O to the nonbonding electron pair on nitrogen, N:

The product is either production of a coordinate covalent bond, N->O at one or both nitrogens of bipyridyl. Likewise any pyridine. The product is called an amine oxide.
