The one guy is right about the default shut down, but no one mentioned your motheboard or off-switch.

The shut down process is actually controlled by a switch on your mother board. It's entirely possible that the switch is wearing out or is simply malfunctioning. Some how when you turn off the computer, it's behaving like you are resetting it.

Either way, it's not a major problem with respect to the over-all operation of your computer. You can either unplug it, or you might have an off switch located on the back of your power supply.

Some older PC's have a jumper on the motherboard that is

"Auto Reboot at Loss of Power"

It may also be a bois setting. If that jumper is on, then the computer will turn on whenever it has power. It makes certain your PC is always on.

I suggest downloading the owners manual for your motherboard, and seeing if you have this jumper, if you do then simply remove it, or move it to the 'off' position.

Hold down the power button for a long time. At least 30 seconds.

Hopefully this is a one-time problem for you, and after you get it to turn off, it will act normally from now on. If not, then you need to investigate what is causing this problem, it could be many things, and I wouldn't want to guess with this little information.

When you're shutting down the computer, make sure "Shut Down" is selected instead of "Restart".

If that's not the problem, it's probably set to power itself on in response to some event, like network activity or power interruption. While your computer is booting, watch for the setup prompt, something like "Press to enter setup". Press that key and it will take you to a setup menu. Look for any automatic power-on settings (they may be under a "power management" menu) and turn them all off. Save your changes and exit the setup.

When you choose to shutdown your computer, it defaults to restart in the dropdown. It sounds like yours is in restart.

So before hitting enter to the default, select shutdown and see what the dropdown option list defaults to and change it to shut down. Then your computer will stay off when turned off instead of just being restarted.

If your computer is not working properly while you are working on it, it could be a problem with device drivers, hardware or software.
