If you've asked for it and he/she isn't returning it, then your next step could be 'small claims court' but if it was an informal loan (no proof), you might have problems proving tot eh court that you actually passed money over to teh individual as a loan!

Possibly they cannot afford to repay you. You could ask for repayment but I was always told to not lend money if I couldn't afford to lose it. Hopefully you have helped someone less fortunate then yourself and not been taken advantage of.
