in order for you to publish your site into the internet, you have to upload it to a server. there are paid and free servers. for free servers, you may try geocities.com, freewebspace.com and a lot more - google it out and you may find free servers out there willing to host your site. by the way, we call it hosting.
next, once you're on that server, you may start uploading your files to their server so you can see your site online.
Disadvantage of free hosting is that instead of having a site after your name - you'll have something like - yourname.geocities.com or yourname.freewebspace.com - this is because you're using their server for free. if you want yourname.com - buy a hosting service - there are a lot out there!

This is a very complex thing to do....it's not as simple as clicking "upload to web." You need to have a web host first, for example geocities from Yahoo! (geocities.yahoo.com) or any other service. These all have specific upload methods, and so it is hard to generalize. For Yahoo!'s geocities, go to the file manager (after you've signed up) and choose "Upload File(s)" and choose your file from the menu. Make sure it is in HTML format, or it won't work.

If you use front page it has a utility to upload your web to the website. other wise you should use ftp utility to login into the hosting location and put your web page as index.htm.
