Should they be managed by one country or collectively? Who would administer these concerns?

There is more to do than any person, country, or group of countries can do alone. That is why everything that can be done on any level should be done, whether it be Kyoto, in country, or NGO , or every and any individual.

Like fighting other evils, it is past the time when we can defeat it, we can only make it less bad.

That is the purpose of the United Nations. They address world issues such as poverty and conflicts between nations.

Global warming needs to be addressed by everyone. Conservative need to stop pretending like it doesn't exist.
