Irwin,baby rattle from Borden's co.circa1949 celluloid or plastic?

He is wearing a diaper and has long eyelashes,a bow on his tail in the back This is all painted on him (original).Also he is marked with the Copyright Borden's, Irwin his name, and made in U.S.A.

I dont think it would be plastic, if it has a seam then its plastic if it has no seams it will be celluloid, Celluloid was more common back in the days. Plastic was more common in the late 50's or early 60's up to today. but i may be wrong.
