Most major colleges are scouted frequently, and the not so major ones too. I am a former scout, and I did not limit my scouting to major colleges.
Every college has it's good points & bad points. While the big programs like LSU, USC, South Carolina, Clemson, Miami, UF & FSU always are competitive, they might not have the playing time a kid desires.
Sometimes, if you are offered a chance to play right away, and it's a small Division III college, the opportunity might be better than going to Texas, sitting on the bench for 2 years and playing as a junior.
The best bet is to find out what schools are interested in this player, and go from there. Just remember, sometimes, the best programs to excel in, are the ones that are not talked about as much. If the player is good enough to get drafted, a scout will find him regardless.

Scouts like good weather and big names. But you have to be a big fish in a big pond to get looked at when palying in high caliber program.

Cal State Fullerton has a great baseball program for boys out of high school. They are always in the Top 25 nationally of the Associated Press Poll.

I would agree with many of the previous answers. But nobody mentioned Arizona State, which is a perennial powerhouse. The West Coast has some great teams, along with the perennial powerhouses of Wichita State, Stanford, USC and UCLA.
In the Midwest, not really much to speak of.
Texas is always strong, as are a couple of the Florida schools, Florida and Florida State.
