Maybe try to cut back to one nap right after lunch. She might be tired enough, but not over tired and have a full enough belly that she will sleep longer. As for the 6:30 thing... Sorry I can't help much- Both of mine were early risers. Some people told me to put them to bed later in the evening, while others said to go earlier (with hopes that they will not be over tired) neither worked for me, however.
Good luck!

When my children were that age, they slept through the night and their routine wasn't quite so regimented. So I'm not sure my advice is going to be of any help to you, but I'll give it a shot. Kids around this age need about an hour or so nap during the day and about 12 hours of sleep at night. That varies by child, some need more or less sleep -- just like adults. My perference was for my children to take a longer afternoon nap so I could get some of my household chores done while they were napping, or I could catch a nap while they were napping. Mid-afternoon, after cleaning up from "lunch" and changing their diapers, I would lay them down for nap-time. I would let them sleep about 90 minutes to 2 hours, before I would wake them up. They would get up to play, a diaper change, a snack, and much later supper. I would start the bed-time routine with a bath, a story, and such finishing up the bedtime routine with a bottle that was thickened with a couple tablespoons of baby cereal in their bottle. (They make bottle nipples with a wider opening for feeding thinned cereal.) At about 8 or 8:30 pm, I would lay them down for the night. The thickened formula (or thinned cereal) put a heavier meal on their stomachs and helped them sleep through the night, and they would wake up between 8 and 9 am for the day. Good luck!

Try getting your baby to sleep later then 7. As they get older it will get harder. Also try fewer naps during the day. My 18month old takes 1 nap a day for an hour maybe a little longer. I wake her up. We play all day and byt 8:30pm she has a nice bath and goes right to sleep until whatever time I wake her up. If she wakes up on her own it's around 10am. If you keep your baby up longer during the day your baby will sleep longer at night. Also, stop the late night feedings. When my daughter was 9 months I gave her a nice warm bottle with some Gerber cereal and she slept through the night. Now she doesn't need anything to go to sleep.

Move bath to a later time. As well as the bottle and bed. Definitely as others suggested. Nap after lunch. At my son's daycare that is how they do it. Lunch is given at 11:30. They then lay down for their naps. Then snack is given at 2:30. Give the milk with the snack. It just seems that is too far spaced out.

Everything I've read and heard says that a baby is usually ready for the first nap 2-3 hours after waking and then another 3 hours after waking from that nap. So, it may be that you are putting your baby down for his/her nap too late (an overtired baby will sleep less). My baby is 9 months, and I put her down for her first nap at 9 (she sleeps an hour to an hour and a half), and I put her down for her second nap at 12:30 (sleeps for another hour and a half to two hours). Maybe this will help.

Try giving her lunch BEFORE naptime. Her tummy will be full and she will probably get more lethargic then. I would let her sleep for an hour at noontime nap and cut out the 3pm nap. She may be fussy at first, but it should be worth it.
When my mom used to watch my daughter (while I worked), she had what my mom called "5 o'clock quiet time" instead of a nap. They just sat quietly before dinner time.
Otherwise, her schedule sounds quite normal for that of a 9 month old. Good luck.
