Probably wrong, but just an idea. If he's travelling against the direction of the Earth's rotation, will the Space Station (which travels with the rotation) move towards him?

He could take two full tanks 10 miles. Drop one off to float aimlessly in Space. Use one of them to go back and collect another 2 tanks and then bit by bit edge his way to the station only going 10 miles at a time and then using one can to double back and pick up the additional spare cans.

Or if he was MacGiver he could use one of the pressured oxygen cylinders as a form of propellant, knock the end of it and hold on tight while being rocketting towards the space station. He would find it difficult to stop once there, but no plans ever perfect.

he fires one can towards the space station, with ten cans tied to it he follows with his one can, when he catches up he discards his empty can, and the the other empty can and starts again

If he's in space, then he would not technicaly have to "carry" them. They could float beside him.
