Okay ..I live in a mixed income community, meaning ..there are rental apartments and condos and townhomes ownship under the same development ...so they all look very similar to each other. on my block ..not many of the residents have dogs ..but the few there are...are people that are buying their units. My problem is they walk their dogs in grass and walkway in front of my building ...and dont pick up their droppings. So this past weekend ....a relative of mines was a victim of stepping in dog droppings ..and the person was still outside walking their dogs ...I said something about it ...i asked then ...where were their pooper scoopers ..they looked at me like i was speaking foreign or something. So I talked to my property manager about it ...and was told there was nothing that could really be done beside just reporting it to the police. But there is got to be something more that can be done, cause this is ridiculous .......someones got to care about keeping their neighborhood clean .

First of all property managers are usually just former or future convicted felons, they are really the lowest of the low so I wouldn't believe anything they say. Secondly, all landlords have a duty of habitability and usually duty of keeping common areas clean. If the poop is so over whelming it makes the place unlivable you may be able to rescind the lease. Also, Check the wording on the lease and see if the landlord has agreed to keep common areas clean if they have and refuse to clean up you may be able to terminate the lease. Unfortunately, you did not mention what state you live in so I cant give you specific rules. The accuracy of any advice you get will depend on the state you live in.

I would call the municipality where you live and ask if there is a department that you can contact re: this. There are many places that have "pooper scooper " type laws and there are fines for violators. Again, not sure if there are any in your city, state, etc. but I would try and contact someone to find out and then go from there.

Your landlord is correct. There is nothing you can do about it unless you're rich enough to sue the individuals who do it, and that would be very costly and get you NOWHERE. I suggest you buy your own scoop.
