Very Interesting Queestion.
You know, for me the easiest times to find friends is the times that i am there to give and not to get.
Giving is not necessarily financial but is about being kind, caring, helpfull, attending, sharing, being true, making others happy and laugh.
Before all you need to be more among people, meet them, introduce yourself, invite those you like ot be friend with for a coffee and communicate with them.

Go out more. Even if it means going out alone at first (which is always the hardest to go through.)
Places like museums, book clubs, dance clubs (if thats your thing), the beach and other places where people gather (like concerts where almost everyone has the same interest) are great places to meet people.
You can also set up meetings through message boards that include people with similar interests, or use social networking sites to meet people through groups.
The possibilities are endless. As some previously said, you just have to be out there.
What’s most important is that you have to be open to new possibilities. Challenge yourself, and most likely, the outcome will surprise you.

Get out and meet actual people, not ones in cyberspace. Join groups, go to places where things happen, advertise for a hiking partner on craigslist, whatever floats your boat, but you can't make friends here, you have to be in the real world.

Tell you the truth I have this same problem!! But lately I have just kinnda went up to people and have been all like "hey I am new at this school, can you like interduse me to some people?" And yes I know it sounds cheesy but it has worked so far. So just like go up to people and just start talkin. Well got to go to next class. Hope this works out for you.

Strike up conversation, find common interests. It's pretty easy as long as your extroverted. If you are introverted, then the right people tend to go to you and start talking, then you become more comfortable around them as they talk to you and you speak back.
(That's how I made friends, I'm introverted.)

Join a club or something like that, you'll meet people with the same interests as you that way. Or, you could volunteer somewhere and meet people that way.
