DSL works off of telephone lines. You need an active line with dial tone for DSL to work.
If you go with Cable you don't need a telephone line.

Yes DSL uses ur existing phone line, when u connect to the internet you can still use the phone without cutting you off.

No, you do not need a phone line for Internet connection, Most DSL companies will give you a spliter for your phone jacks, one for DSL, one for a regualar phone line.

It depends on what kind of service plan you have. With some plans, you can get phone and data service on the same wires. The best way to find out for sure is to check with the ISP.
