They have replaced tension pulley . No obvious problems . Any ideas ?

I had a very similar problem with a chevy p/u a few years ago. I kept putting belts on and it would go a few hundred miles and shred the belt. After looking at it from the side of the engine I could see one of the pulleys was about a half inch out of alignment. I shimmed it out with washers and that did it. In your case it could be the wrong water pump or pulley was installed.

the new water pump may have a bad bearing in it and is heating the belt down to the point where it snaps, or the tensioner is putting more tension on the belt that it's required to. there should be a little bit of slack in the belt when it's on the engine, but not so much that it would slip when accelerating.
