If I answer or dont answer will it make a difference?

it wont, its for statistical purposes. it shouldnt determine whether you are hireable or not

Well its nice knowing everything and anything about someone you are hiring.
Don't forget this is a legal document that you sign so the business needs to cover a lot of grounds. ( You can leave this Blank if you wish).
It also helps them with certain situations , for example.Say you were Jewish, They wouldn't say merry Christmas to you they would say happy Hanuka. It just gives them a more in-site on who you are is all, And helps keep them from offending you like with the Chrismas thing.

Just like with religion, and now they on the Sex part of the application a lot of states will put Male/Female/ Other Or even instead of other they will leave blank.

For the people who left me thumbs down, I use to be a Manager so there are other reasons As I have stated then just One simple Answer that everyone would like to hear.

Its an attempt to gather statistics for the racial bean counters who say they are trying to end racism, but are the greatest force and impetus for continuing racism.

I either check decline to state or more often write "American" in the other box

By law, you can refuse to answer and they cannot hold it against you.

The reason they ask is that thanks to affirmative action, there is a certain quota/racial mix that each company needs to have so they cannot be accused of discrimination.

If you don't answer, they'll probably just toss your application to skip the headaches. Diversity is the new paradigm - so in order to show how diverse they are, they need to classify people into simple racial categories.

By law you are not required to answer.

The reason it is done, is thanks to the libs, there are quotas (freakin' Affirmative Action).... It goes against the true definition of fairness and equality... trying to place guilt for the sins of the previous generations...

affirmative action, and no it will should not hurt to leave it blank. it should say that on the application.
