"college" is a very general term, that is basically covered by ANY education after your mandatory high-school. for example, you could go to a small community college, or a tech-school, like ITT, or USC, and you're still going to college.
"university" is a more specific term, that refers to an institution of learning of the highest level, having a college of liberal arts and a program of graduate studies together with several professional schools, as of theology, law, medicine, and engineering, and authorized to confer both undergraduate and graduate degrees.

You are asking about American post secondary, I live in Canada, so will tell you how it is here. A university is to earn a degree for those occupations where a degree is required, such as law, medical, engineering, psychology, teaching, architect, nurse. A college is to earn a diploma, such as social work, drafting, design. And then there are technical schools which is to learn a trade such as painter, carpenter, auto mechanic, xray technician. A person requires higher grades to go to university than to go to college or technical school.

Not much of a difference anymore. Many small colleges changed the name of their institution to 'university' to make it sound bigger and more prestigious. Please check out all the colleges and universities that interest you. Don't make a decision based on whether it is a college or university.

I agree with Rickeber31 up to a point.
I think one difference is that Colleges can award up to a Master's Degree and only Universities can award PhD degrees.
