It's Eddie Deezen. I don't know about the tv show but he was Eugene in Grease. You can look him up on imdb.com.

yeah, thats Eddie Deezen, he was in Grease and he voices cartoons like polar express. in the 80's he was in Punky Brewster, so that might be what that pic is from, although I cant be sure..
