My school was tagged with graffiti this week and there is a phrase that says pacis nine frouden (over the c in pacis is 2 dots, over the e in nine is 2 dots, and over the o and e in frouden is two dots) Does anyone know what this means????

My guess would be "peace not war" I think pacis is peace, nine is not, frouden is the one I'm not sure about. As far as the language, maybe german or dutch. Each have some basis in latin, hence my translation.
