Well, there is a law about making noise in the middle of the night, in case anyone bothers to complain. But making a law against something is not the only way to stop it. You might mention to the person who is habitually doing this that if they do not learn how to use the locking mechanism of their car without sounding the alarm, you will have no choice but to call the police/sheriff and complain.
I am guessing it is someone who is as technically challenged as I am. Printer gets a jam and I have to let it sit there until I can find the owner's manual or, more likely, beg my upstairs neighbor to unjam it for me.

I found in my car's owners manual that you can change the lock / unlock alarm on & off. Same with the automatic door locking.
I absolutely LOATH hearing those damned horns honking when people lock their vehicles. I personally use the door lock switch when exiting a vehicle (other than my own, natch) so I don't have to hear the horn.
IMO, the horn is the mating call of the aszhole.

I have not heard a car alrm that was especially annoying. It would be appropriate in an apartment complex to ask others to refrain from locking their car doors automatically after a certain time of night, but it is hardly a matter for law enforcement.

I can see where it can be irrating at times, mainly late at night, but there is no law against and and I don't think there ever will be. Now if lsomeone is playing with the car alarm and just being annoying and disturbing the peace, maybe you can call the cops, but other than that, theres not much you can do.

You do realize that if a car makes a beeping noise when it locks it's been built into the car, it's not something that the owner programs or in other way causes to happen. It's just how the car works.
