Yes if
1. he has both or one testicle
2.His sperm count is normal
3 His sperm motility is normal
4.His spermatic fluid is normal in quantity.
5. He has not had vasectomy; though in rare instances recanalisation occurs and spermatocytes get through and can cause a pregnancy.
6. he has not had a total penile amputation. Even with this in vitro fertilisation and implantation can lead to pregnancy. There is no problem with partial penile amputation and pregnancy can occur after normal penetration and ejaculation.
So you see He can definitely still make a woman pregnant.

I'm guessing you're talking about your friend with one testicle
If that one testicle is functional, then yes, he could very well get someone pregnant just like any other guy. Testicles are like kidneys - you only need one to be functional, but everyone still wants to have two of them. if he went to a doc they could do a test to see if he has sperm in his semen, and that would tell you right there.
Also, since you know about this guy's testicle, I'm guessing he's more than just a friend
