when they cant figured out what happened to a person. wether they died, was captured, or desserted... dont know where he/she is

It means that the soldier was in action and went missing. Usually he's either kidnapped or dead but there's no body.

MIA is where personel has come up missing but there is no evidance of what what has happed to them, they may be alive or dead, lost or captured, etc.
