It is short for PER PRO which, in turn, is short for PER PROCURATIONEM, meaning 'through the agency (of)'. It is the accusative case of PROCURATIO. It does not mean 'on behalf of'.
The abbreviation is generally used on official letters when a person (A) is unavailable to sign and so another person (B) signs on his/her behalf. People mistakenly often put it before A's name but, strictly speaking, it should go before B's signature.
If you are B and you want to be pedantic, you can sign your name in the genitive case - that is, if your name is in a language where names undergo declension, such as Polish or Czech.
