Well as per my personal experience

i work in a company i had around 14 pcs which were restarting due to overheating problem the first thing i did was to change the processor fans and around 9 pc started working without any problem the other were having miscellneous problems like network card, graphics, drivers and stuff like that and the last thing was Motherboard Chipset problem

Learn how to remove and replace the heatsink from your P 4. Clean it with 91% Isopropyl Alcohol, which you can buy in a drugstore. Clean or replace fans, they are inexpensive and can be replaced with ones with higher airflow. Use a good thermal paste between heatsink and cpu. Artic Silver 5 is a good brand.
